SMM11, November 26-on November 20, the US International Trade Commission (USITC) voted to make a final affirmative decision on the anti-dumping and countervailing industry damage to the aluminum wire and cable (Aluminum Wire and Cable) imported from China.

In the ruling, all five members of the International Trade Commission voted in the affirmative. According to the affirmative ruling of the US International Trade Commission, the US Department of Commerce will issue anti-dumping and countervailing duties orders on aluminum wires and cables imported from China. According to US statistics, US imports from China totaled about 157.2 million US dollars in 2017. Imports of such goods from China in 2018 were $115 million.

The two concerns in this case are: 1) related to the United States coordinated tariff code 8544.49.9000 and some of the products under 8544.42.9090; and 2) the Ministry of Commerce has set the dumping rate of wires and cables imported from China at 58.51% to 63.47%. Its subsidy rate for Chinese producers is between 33.44% and 165.63%.

According to the SMM survey, the cables exported to the United States are mainly insulated alloy cables, and the aluminum consumption of about US $100 million alloy cables is roughly estimated to be about 20, 000 to 30, 000 tons. Moreover, the quality requirements of aluminum alloy cables in the United States are more stringent. Most enterprises export aluminum wires and cables to Africa, Southeast Asia and other countries, and only a few Chinese enterprises export aluminum alloy cables to the United States. This time, the double opposition individual export enterprises are more harmful, and the impact on the aluminum cable industry is limited.

Fed to Keep Large Banks' Capital Levels Unchanged, Postpones Stress Test Reforms Until 2027
The US Fed has announced that it will maintain the capital levels of large banks unchanged during the upcoming stress test cycle (corresponding to the 2026 cycle). At the same time, the US Fed is planning multidimensional reforms to this annual test, aiming to enhance its transparency. The US Fed's Vice Chair for Supervision, Bowman, revealed that adjustments to the stress capital buffer requirements for large banks will be postponed until 2027. This move is intended to provide the US Fed with sufficient time to evaluate potential flaws that may be exposed in its testing models when assessing banks' financial conditions under simulated economic downturn scenarios.
